Police identified the victim as Franklin Membreno Mendez, 28, of New Carrollton.

Investigators believe the involved car is a 2011-2017 gray Honda Civic with “a large white decal across the top of the back window” and damage to its passenger side front bumper, fender and a hole in the windshield, police said in a news release.

Officers responded at about 4:05 a.m. for a welfare check in the 7500 block of Ardwick Ardmore Road. They found Membreno Mendez with trauma on the side of the road, police said. He was pronounced dead at the scene.

According to an initial investigation, Membreno Mendez was involved in an “unrelated, minor collision” in the 8900 block of Annapolis Road, about two miles away, police said in a news release. When Membreno Mendez got out of his car after the collision, a driver in another car hit him and he “became lodged in that car’s windshield.”

“Instead of stopping, the striking driver drove to Ardwick Ardmore Road where he left the victim on the side of the road. The driver then fled the scene,” police said in the news release.

Police are asking anyone with information on the case to call the Collision Analysis and Reconstruction Unit at 301-731-4422.

Efforts to reach relatives of Membreno Mendez on Monday were unsuccessful.
