Gracie was rushed to Southmead Hospital in Bristol by air ambulance but tragically died from her injuries on Christmas Day.
Two men, aged 29 and 30, have been arrested on suspicion of causing death or serious injury by dangerous driving.
The pair have been bailed with conditions to return to police in February, pending further enquiries.
Just last month, Gracie posted a call for safer driving on the local roads on a local Facebook group for Tetbury.

She wrote: “We have just been assisting in a car crash on the Tetbury to Cirencester road, and I am speechless at the amount of people who didn’t slow down and especially this woman in a new-ish Land Rover Discovery on her mobile phone while driving along and past the incident. Absolutely disgusted!
“But for the people who did slow down and stop, many thanks to you all for caring and being considerate.”
According to one commentator, the crash Gracie was helping with occurred at Culkerton crossroads, which is around 13 minutes away from where Gracie was killed.
In a touching tribute, Gracie's family said she was a "country girl with the biggest heart".

The tribute said: "We as a family are totally devastated to have lost our beautiful darling Gracie.
"A treasured and much loved daughter, sister, granddaughter and aunty.
"She was the most kind, caring and beautiful soul inside and out, and would help anybody that needed her help. She was loved by everyone who met her.
"A country girl with the biggest heart and a huge love for animals, especially dogs, pigs and cows.
"Our lives will never be the same without her, but we take comfort in knowing that Gracie is with her beloved dad.
“We ask that all of Gracie's family are given privacy during this horrific time."
Detectives have appealed for anyone who witnessed the incident or saw the quad bike being driven beforehand to contact Gloucestershire Constabulary using an online form on its website quoting incident 251 of December 23.
A GoFundMe page has been set up in order to help create “the big send off that Gracie so rightly deserves”.
In less than 24 hours it has raised £8,870 and anyone wanting to donate can do so here.
