Sadiq Khan’s ULEZ scheme, the subject of multiple furious protests across the capital in recent months, treats drivers as “cash cows”, Reform UK’s London Mayoral candidate has claimed.
And Howard Cox has vowed to scrap the controversial emissions plan on day one, claiming: “All this mayor is interested in is getting drivers off the road.”

The scheme, rolled out across all 32 London boroughs in August 2023, imposes strict rules on cars - and equally strict penalties on motorists whose vehicles do not comply with them.
For cars, vans and motorcycles, this amounts to ￡190, reduced to ￡80 if paid within 80 days.
Mr Cox, speaking on the BBC’s Politics Show this morning, said: “The very first day I will be getting rid of ULEZ, that’s at the heart of our campaign.

“The reason I’m standing is that for 15 years I’ve been campaigning for motorists, truckers, white van man, taxi drivers, you name it, who have been penalised.
“The current London mayor only sees them as cash cows, and that's the one reason why I'm standing.
“I've been absolutely bombarded by people saying, ‘can we get rid of this mayor who's only interested in getting rid of drivers off the road.”
Pressed about research suggesting ULEZ has cut London’s pollution significantly, Mr Cox added: “The latest research is very selective.

"I've read that research, and even TfL’s own research.
“Imperial College has said the ULEZ extension has not improved air quality one little bit.
“What has improved air quality over the last 15 years is clean fuel technology.
“Basically the technology of what we drive has improved considerably.”
Asked whether part of that was partly because of taking more vehicles off the roads, Mr Cox responded: “We are the 12th cleanest city in the world out of about 160 and we have always been one of the cleanest cities in the world.
“I'm sorry, it's emotion that is dictating policy, not fact.”

A spokesperson for the Mayor of London, said: “London is now home to the world’s largest clean air zone of its kind, with 95 per cent of vehicles seen driving on London’s roads now compliant and not needing to pay a penny.

"The Mayor has been clear that the decision to expand the zone London-wide was not an easy one, but necessary to tackle toxic air pollution which stunts children’s lungs and increases the risk of developing asthma, dementia and heart disease.
“Sadiq is committed to supporting all Londoners and for those few still driving non-compliant vehicles, millions of pounds of scrappage scheme support is still available. The Mayor has added a further ￡50m to the scrappage scheme, bringing the total to ￡210m.
“The Mayor is transforming travel in outer London by adding an extra 4 million kilometres to the bus network with the Superloop, and continues to call on the Government to fund a targeted national scrappage scheme so everyone can benefit from cleaner air.”
