An inquest in Staffordshire heard no one will ever know how or why the tragedy unfolded.
The inquest was told Stephen had been celebrating getting engaged with dinner and drinks with his fiancee in August 2020.
They returned to their third-floor room where they had been happily messaging friends and family about the good news.
Stephen's partner was in the bathroom when he plunged to his death from the balcony around an hour later.

The inquest heard Alton Towers worker Stephen had "mild depression" but no history of suicidal thoughts or acute mental health illness.
A toxicology report showed he was "heavily intoxicated" at the time of the fall.
Daniel Howe, Staffordshire assistant coroner, said: “Stephen died as a result of falling from height.
"He seemed to be in good spirits. He had proposed to his girlfriend that day and was happy about it. He made positive comments to family, on Facebook, and to other residents at the hotel.
