Rishi Sunak is to lead a global drive to stop artificial intelligence being used to damage democracy or threaten the security of the UK and its allies. A global summit in South Korean capital Seoul will examine ways the emerging technology can improve health and education services, as well as the threats it poses.
World leaders and representatives of firms including Microsoft and Google will take part in two days of talks led by Mr Sunak, who will be a “virtual” co-host remotely from London, and South Korean President Yoon Suk Yeol.
Experts have warned that fake photographs and video created by AI are almost indistinguishable from the real thing, raising the prospect of “fake news” being distributed to manipulate elections or damage confidence in democracy.

Facial recognition technology paired with AI systems make it easy to track people’s movements and there are fears that people could be manipulated by technology capable of recognising human emotions and “flirting” with them.
A Whitehall source said: “Britain continues to show global leadership on one of the defining technological and societal challenges of our age. Just this week, we saw new models launch that can identify emotions from visual expressions, create computer-generated footage based only on written prompts and even flirt.”

The UK has led the international response to the growth of AI and last November held a global summit in Bletchley Park, Buckinghamshire, once the top-secret home of World War Two codebreakers including Alan Turing, a pioneer in the development of computers.
Britain also created the world’s first AI Safety Institute, backed by £100 million in funding, which now works closely with similar bodies created in countries including the US.

Mr Sunak is expected to say: “We made history with the Bletchley Park Summit at the end of last year. Together, we committed to build a consensus on the risks of AI to develop an independent, international AI safety report and to take greater action to counter the frontier risks.
“Managing the risks of AI is one of the most profound responsibilities we face. Because if we get it right, it will also create the most profound opportunities for human progress that we have seen in our lifetimes.”
Science and Technology Secretary Michelle Donelan is flying out to Seoul for an in-person gathering of technology ministers and senior officials from across the world.
A Government study found that 432,000 businesses in the UK, around 15 per cent, are using AI. This is set to grow to 35 percent by 2040.
The Commons Science, Innovation and Technology Committee has warned that AI systems are already delivering “significant benefits” in areas such as medicine, healthcare and education but “can also be manipulated, provide false information, and do not always perform as one might expect in messy, complex environments -such as the world we live in.”
