Donald Trump demands for reparations from Kyiv are 'declaration of war' on Ukraine

Donald Trump's demands for reparations from Ukraine amount to to "a declaration of war" and Kyiv should tell the US to "f*** off", a Western official has claimed.

The comments come after the Daily Telegraph revealed that Mr Trump's demand for a $500 billion (£400billion) "payback" from Ukraine for its military support go far beyond the country's critical minerals.

A draft copy seen by the publication covers everything from ports and infrastructure to oil and gas and appears to show the US wanting to take control of most of Ukraine's commodity and resource economy.

The deal stipulates the US will take 50% of recurring revenues received by Ukraine from extraction of resources, as well as 50% of the financial value of "all new licences issued to third parties" for the future monetisation of resources.

The draft contract has shocked both Ukrainian and Western leaders, who were already reeling from apparent US concessions to Putin over NATO membership and territory prior to the beginning of peace negotiations.

The details of the draft contract has triggered a furious backlash from Western security officials.

One told the Daily Express: "This has nothing to do with $500 billion. You're carving up a sovereign state, which is an act of war, which is no more or no less than carving up Mexico, carving up Argentina, carving up France."

The official argued that the US and NATO were in fact still in debt to Ukraine for forcing Kyiv to give up its nuclear weapons as part of the security agreement signed in Budapest in 1994.

He said: "They still owe them a fortune for having taken away their nuclear weapons. They still owe them a fortune for having taken away their bomber aircraft and the missiles and the ammunition, which, by the way, NATO kept taking away right until about 2015."

He added: "The only answer to this is to tell the Americans to 'f*** off. That's what needs to be said. Trump, you have gone too far. You've actually declared war on Ukraine."

A Ukrainian MP was slightly more optimistic about the draft contract, saying that people should not overreact and read too much into its contents for now.

He said: "Well, no panic I can assure you. Once we told them we need to read into the draft agreements they brought and will not sign anything, they sort of calmed down. Let’s see what’s next."

Trump's administration has said it is unrealistic for Ukraine to recover all its territories and suggested that NATO membership was off the cards for the country.

Western leaders are fearful the US president is caving in to Russia's demands, and is in danger of handing victory on a plate to Vladimir Putin.

In a further apparent concession to the Russian leader, Trump reiterated US calls on Wednesday for Ukraine to hold elections.

Ukraine's former president Petro Poroshenko said elections in Ukraine at this moment in time would "murder" unity and the only winner would be Putin.

However, a Ukrainian MP told the Daily Express that elections would allow army veterans to run for office, but that it would require more than just a ceasefire to hold them.

He said: "Free and fair elections for Ukrainians now mean, first of all, that our defenders, men and women in the front line, are provided with the opportunity not just to vote, but to run themselves."

"To make that possible we need more than a ceasefire – we need very stable front line and withdrawal of troops and arms. Obviously, you can only achieve that with Russians cooperating. So we are still to see how they will cooperate."
