Minister for the Armed Forces Luke Pollard was subjected to an uncomfortable interview on Sky News this morning as the government prepares to launch its long-awaited Strategic Defence Review (SDR). The SDR will set out the UK’s plan for defence over the next decade and includes a range of plans to procure nuclear submarines, invest in defence infrastructure and develop the armed forces abilities in cyber and AI.
The reports authors Lord Robertson, Dr Fiona Hill and General Sir Richard Barrons have said that the government’s promise to increase defence spending to 3% was vitally important” in allowing them to make the 62 recommendations for improvement and investment. However on yesterday’s media round, Defence Secretary John Healey refused to confirm that the Treasury had committed to the increase, describing the plan as “an ambition”. Speaking this morning, Pollard was challenged on the likelihood of defence spending raising as planned.

Sky News host Matt Barbet challenged him: “What I am hearing is that the defence review is based on spending 3% of GDp but you can’t commit to that money, have I got that right?”
To which Pollard responded: “No, the position has not changed since the prime minister announced this in February.”
When challenged on how he is able to confidently commit without a commitment from the Chancellor, Pollard hit back: “What we have set out very clearly is that we are spending 2.5% of our GDP by April 2027, that restores us to 2.5%, a figure not met in any of the last 14 years under the Conservative government.

“It means that we are moving towards a 3% spending in the next parliament. I have got no doubt that we will be spending 3% on defence in the next parliament.”
The SDR will recommend a range of measures to increase recruitment and retention and develop the UK’s ability to defend itself and develop its warfighting capability.
The defence minister said the review, a wide-ranging investigation into the UK’s defence being published on Monday, is the “biggest transformation of our armed forces in 100 years”.

He said: “It seeks to learn the lessons from the war in Ukraine, refresh our capabilities, invest in our people, and underscore that increased defence spending up to 2.5% of our GDP by April 2027 is an engine for growth.”
The shadow defence secretary James Cartlidge accused the government of a U-turn on defence spending plans, accusing them of “backtracking”.
He told the Telegraph: “All of Labour’s Strategic Defence Review promises will be taken with a pinch of salt unless they can show there will actually be enough money to pay for them.
“Whereas, far from guaranteeing the funding, John Healey has been hung out to dry by Rachel Reeves.

“As recently as Thursday, Healey promised that defence spending would definitely hit 3 per cent, but today he’s completely backtracked.
“These submarines are not due to enter service till the late 2030s, so how can we have any confidence Labour will actually deliver them when they can’t even sustain a policy on defence spending for more than 48 hours?”
