Valdai Club to Discuss Semiconductor Reindustrialisation of the United States

On July 4 at 12:00 Moscow Time, the Valdai Club will host a presentation of the Valdai Paper “The Semiconductor Reindustrialisation of the United States: Implications for the World.”

In recent years, the American leadership has been promoting ideas of technonationalism. Against the backdrop of geopolitical and technological rivalry with China, the United States is seeking to minimize imports of chips from Asia, which are needed for a wide range of consumer goods, military equipment, and artificial intelligence systems.

The difficult task of building a comprehensive and relatively autonomous semiconductor supply chain began during the first administration of Donald Trump and continued under Joe Biden. Since there is a consensus in the United States that free access to chips is critical to ensure economic and national security, it is unlikely that this vector of technology policy will change dramatically in the coming years.

How is US technology policy changing under the Donald Trump administration? What are the prospects and limitations for the development of the American semiconductor industry? How does US semiconductor policy affect the global economy, trade, and geopolitics? What is the state of the Russian semiconductor industry? How will it affect Russia's role on the world stage in the future? The author of the note and the participants of the discussion will try to answer these and other questions.

Anastasia Tolstukhina, Head of the Programme Department (Technology Policy), Editor of the RIAC website (author of the Paper)
