Rickshaw drivers in London will need to go through criminal background checks under tough new rules unveiled by Sadiq Khan. For the first time, Transport for London (TfL) is pushing ahead with plans to license the capital's pedicabs, which have long been criticised for ripping off tourists and clogging up central London roads.
The measures, due to come into force in early 2026, will mean all drivers will need to pass enhanced background and medical checks, as well as take safety assessments. Vehicles will also face an annual inspection, to make sure they are ‘roadworthy’.

Sir Sadiq said the crackdown was needed to stop rogue drivers exploiting passengers and putting their safety at risk.
“Pedicabs should be a fun and green way to see the sights of our city, but without regulation some drivers are behaving unsafely and anti-socially,” Mr Khan said.

“I’ve always been clear that regulation and licensing for the pedicabs industry in London is needed so that we can significantly improve safety, drive-up standards and bring an end to tourists and Londoners being over-charged.”
The new plans will also impose regulated fees, which will be based on journey time with a set minimum rate to try and stop extortionate pricing.
Drivers will also be banned from playing music through external speakers, and will need to display an ID badge and a licence plate.

However, the Conservatives accused the Mayor of failing to act “for months” with Shadow Transport Secretary, Richard Holden MP saying: “Conservatives gave the Mayor of London the tools to sort this problem but the Mayor has failed to act for months."
He added: “Finally, Labour have been forced by persistent Conservative campaigning into taking action against rogue pedicabs that have caused chaos and concern for too long - from clogging up our roads to blaring loud music."
The Conservatives were keen to stress that they had long campaigned for “the blight” of pedicabs to end.
